Main objectives of the project

The project is aimed at the achievement of a better balanced participation of men and women in all levels of decision making, with a special focus on the social and economic sectors. Specifically, the project is tackling objective and subjective obstacles that hinder women from reaching the decisional positions, even in sectors and organisations where their presence as workers and members is high. As a matter of fact, the inequality between men and women in decision making is not to be confined to the political level but has a strong impact in all sectors of social and economic life.

In order to affect the mechanisms that cause female under-representation, GRADUS takes into account how public life is nowadays configured, focusing on:

Situation addressed:

1.the growing importance of the so-called Third Sector and the idea of an “horizontal subsidiarity” between civic initiatives and welfare states

2.the increasing articulation of the civic society in old and new aggregations (lobbies, associations, charities, NGOs etc), which nowadays can be considered as informal political decision makers and consensus collectors, able to interface with the institutions and to affect policies.

3.the interchange occurring among private, civic and economic sectors which tends to exclude women, specifically focusing on two cases studies: entrepreneurial associations and umbrella organisations of the Third Sector, on one hand, and Second-level institutions (e.g. public, semi-public, or public-controlled bodies such as Consortia, semi-public Foundations, Research Institutes), on the other hand.

Target groups:

women and men working in SME (small and medium enterprise)
women and men active or working in NGO’S, associations and enterprise from the Third Sector, entrepreneurial organisations, umbrella organisations, professional women, political decision makers from local authorities, researchers
targeted organisations: local authorities, social partners, NGO’S, enterprises, local authorities, local communities

Rationale and Methodology:

Following the configuration of the public life drawn above, the project identifies five of the many knots of the relations linking the sphere of the political/institutional decision making and the spheres of economy and civic society:
1)enterprises
2)entrepreneurial associations/professional associations meant as their representatives, political deciders, consensus – organisers
3)NGO’s as “social enterprises” and their umbrella organisations
4)Second-level institutions as bodies interfacing political institutions and civic society
5)Political and administrative institutions
